Protection and Control Dependencies on Time: Applications, Challenges and Solutions

The paper first describes protection and control applications (such line current differential, fast tripping, travelling wave relaying and fault locators, applications based on process bus, local and wide area disturbance recorders) and specifics of their dependencies on time (availability and reliability, absolute and relative time, communication channel delay asymmetry and path failover, etc). It discusses challenges that utilities face when using time for critical applications. These comprise of technical challenges (reliability, availability, time quality, leap second handing), operational challenges (installation, maintenance, ownership), workforce challenges (trained personnel, responsibilities), etc. Based on known deployed applications the key effects that these challenges have on application schemes and overall protection and control philosophy are highlighted (disabling communication channel failover, developing and replacing time synchronization interfaces, desensitizing or even disabling line current differential protection). Time synchronization and time distribution technologies for power system applications, good practices and solutions are also discussed
