Zone 3 Phase Distance Protection: Balancing Dependability, Security, and Compliance
Remote backup protection has been a subject of debate in transmission system protection, particularly with respect to the application of Zone 3 phase distance elements. While Zone 3 can provide critical backup coverage under certain conditions, its use is also associated with potential misoperations that can lead to cascading power system outages. This paper examines the role of remote backup through a focused analysis of Zone 3 phase distance application. It explores when Zone 3 phase distance should be used, how to implement it effectively, and whether it remains useful given modern protection schemes and system visibility. The paper also evaluates reliability and security tradeoffs associated with Zone 3 phase distance operation, with special attention to NERC PRC-023-6 Transmission Relay Loadability requirements and their impact on phase distance element settings.
