Flisr - When Communication Fail_final_draft_ieee Format

This paper discusses what FLISR is and some proposed solutions on how to harden a FLISR scheme to improve reliability and grid resiliency. The paper discusses the centralized and decentralized approaches to FLISR with the intent to compare and contrast the advantages and disadvantages of each. Moreover, the making of decisions at the edge vs. making decisions from a centralized “command center”. The paper further discusses how utilities could implement FLISR with or without communications, and finally how a utility’s grid resiliency plan can benefit by simultaneously deploying both approaches in an economic fashion to gain a total and comprehensive advantage of the technology available on the market today.
