From Contingency To Clearing: Aligning Planning and Protection For Nerc Tpl-001 Assessment
NERC Reliability Standard TPL-001-5 establishes transmission system planning performance requirements to ensure the Bulk Electric System operates reliably across a broad spectrum of system conditions and following a wide range of probable contingencies. While traditionally approached from a planning perspective, effective implementation of this standard requires close collaboration between transmission planning and protection engineers—particularly in determining fault clearing times for the various events specified in the standard.
